Momentary Freezing During Game

So I've noticed this for a few weeks now but while I'm in game and playing, I sometimes experience a freeze for a second or two before I'm teleported from a second in the past to the current gameplay. I've tried re-installing my graphics card, troubleshooting the client for a full repair, CC cleaner, updating drivers with driverbooster. I don't know what to do anymore, what to try. Please someone help me.

Specs: Intel 4core 3770k 3.5ghz 970 gtx 16gb ram
