Teemo Icon (blitz)

I played a bot game with teemo just now and there was some weird animation on his E icon. As well, in the game there was a Blitzcrank who was complaining of a grab bug, not sure if they are related. The Icon bug wasn't game changing, it was just off-putting, but the grab one might be more critical.
