About the leaver buster

I have leaver busters for no reason, it was a week ago when i was waiting before the game starts, it then crashed and said the servers were down, i cant remember clearly what is said, and then i cant re-enter the ranked game, so i thought then i would not get any Leaver Busters, but when i get back to league few days later, i got punished for leaving and now i have to wait for 20 minutes, i didn't leave purposely and it said the servers are down, but i got Leaver Busters anyway??? whatt riot please
