I cant log in the new patch 6.13

I was playin ranked game, i got low fps but there is no problem with my connection. I try to repair the LOL, after it i just cant read chat at the pick champ and in the game i still got low fps. and now after i restarting the lol i just cant loggin in.. the written is " an error has occured, sorry about that.. bla bla bla"

what happened?
