When in champion select, I was hovering over Veigar and about to select him when someone dodged. When I returned to the lobby, his champion portrait was hovering where it would be in champ select. It went away when I entered the next champ select.
This is a really old bug, and at this point I'm not sure if anything will ever be done about it. I've been seeing it since I started playing, about two years ago. It happens if you have your mouse over a champion just as someone dodges. Why exactly this occurs, I have no idea, but the launcher is known for having sub-par coding. This is just proof of it.
