There are a plethora of reasons for this issue to arise, none of which are in Riot's ballcourt as they do allow pre-loaded cards for purchases.

1.) This in every experience I've varies from card brand to card brand, none of them are Riot or even in Visa's ball court. It'll end up being something to do with Vanilla (the best IMO,) NetSpend, or whatever other ones are out there.

2.) Vanilla Pre-loaded GC's require you to setup up a zipcode (or a pin for a card I can't remember the name of) for online purchases; to do that you have to go the website on the card container or little foldable note/ToS thing.

3.) If it's NetSpend it requires actual ID verification to be used online (SSN, etc.) You can do that on site (I think I never got it to work.) I always end up skype calling the toll free number to get it done without the bullshit, they usually just activate that way for you.

4.) If it's the one other big brand that isn't ringing my bell atm quote me with it, should be able to tell ya something.

Usually in the end you can't just buy the card then spend money with it outside of a store, store purchases upon selecting the debit option usually have you set up the card from there, if you buy it for online purposes you have to take the certain steps in most cases for full card activation before you can just blatlantly use it. It's a pain in the ass but a great anti-theft measure.
