Name Change Says I don't have enough IP (I do though...)

I have been saving up the IP to change my name forever... But when I finally reached and barely surpassed the 13900 needed for a name change I keep getting a error saying I don't have enough RP/IP... I currently have 13935 Influence points which is more than what I need... This is really depressing because I have been dying to change my name... #thanksRITO
