Be me > play league >join champ select >see this bug > cry

this bug... join champ select (i used last game (bout a week ago)) i come back to the game and i cant pick spells like at all its still stuck on but i cant change them to any thing even !!! it says i need that lvl so i can play with that spell i had to dodge champ select 2 times pls help HOW DO I FIX THIS DONT TELL ME USE THE FIX TOOL
