[GAMEPLAY] Rammus E goes on cooldown locally without applying when losing vision
Description: When you use your E as Rammus on an enemy in range, but lose vision of that enemy before it goes off, you're E goes on cooldown but the opponent doesn't get taunted. I think this is an issue with the client getting desynced with the server, because if you ping your E as Rammus after it happens, it says "E: Ready", while you see the cooldown ticking down. Afterwards, I'm pretty sure (not 100% on this part) the client blocks you from from casting E even though you have it off cooldown.
The timing is very close, so it's fairly hard to recreate. It's most noticeable against champions with stealth (Kha'zix, Shaco), or when people enter the pixel bush in the river. It's also happened against Evelyn when she ults (pinging the E still says it's ready so it's not the intargetability overriding the taunt)
I've only noticed it since the Rammus rework.
