Vlad's q is bugged, really bugged

Tried to post it on reddit too, but didn't get much response so I figured I'd post it here.

Vlad's q is really unreliable right now, because sometimes when you enpowered q something, it will just act like a normal q, with the low healing and damage.

The first 20 games or so I didn't think about it, but as time goes on I get more and more annoyed with it and start to notice that it happens ALOT. I think it happens if you spam q as it's going off cooldown, maybe the crimson rush meter hasn't filled up 0.1 second after q is off cooldown or something. It has killed me several times and denied many kills I SHOULD have had, I've watched my own replays and everything, super annoying.

Also, if you q a creep that is about to die, your q goes off but doesnt heal or deal dmg, and then it goes on cd, like u hear the animation going off and all, but nothing happens and in combination with your passive being up, this can really make or break a lane, because not only will you have a cooldown on your q, your crimson rush will be on 0 too, so you wont have your passive for a long time.

The champion is completely broken right now and I don't think I wanna play it until it's fixed, play 1 game of vlad and you will notice it, the q cooldown bug is old tho, it has been around ever since i started playing him in s2.

Edit 1: Forgot to mention, graves smokescreen cancels your q too, making it go on cooldown without doing anything.

I'd bet $100 a red won't acknowledge posts about Vlad.

Its like they refuse to talk about him.

vlad q isn't bugged. He is on a trash tier level rework that riot did to him. He lost 50% effectiveness that he had in his old build. His new build has made him literally 50% weaker then he was before. Only way to fix him would be to buff crimson rush duration, remove the slow his e does to him. Things on those lines. But instead riot will just buff his heal values or damage values, til he is overpowered then nerf him to the ground and never allow him into play again like he is now for another 5 years.

I also noticed that sometimes when you Q on 0-1 stack and you don't have Crimson Rush you get the high heal and high damage as if you had 2 stacks, it's really bugged right now...
