Low Ping and High FPS drowned in Chaos. (Connection Issues?)

Suddenly today I go into a game. It says 85 ping, but when I get to bot lane I see Sej sliding. and I was dropping in health. Then the creeps wouldn't go away after they lost health (soon they weren't losing health). Then the teleporting started. Then the deaths while I saw myself in base. Then my spells weren't being animated (later they simply weren't casting). Then when I died the timer was at "0" and I wouldn't spawn.

The whole time this happened I was 60 FPS and 85-95 ping.

I have Peer-to-Peer off and Panda Media Booster uninstalled. Any help is appreciated; thanks in advance.
