client isnt working unless mouse is constantly moving

Once every other week the client stops working/loading unless i move mouse around nonstop, if i stop it stops loading. i was just in promos and it happened, i couldn't see bans/champs, couldn't see champ select when it was my turn. when trying to select mastery's or rune page the mouse select wouldn't be where the mouse pointer was. then after timer went out and i STILL couldn't pick/see anything or lock in anything i got kicked and 6min rank ban for it and lost promos... I'm tired of this bug. its been going on for as long as i can remember.
