Are leaver Busters meant to do this?

I just recently gotten a leaver buster and got placed in the lower priority queue for 5 games. So let me get this straight, I wait 20 mins for each game to start then go in the queue...Also when my leaver buster 20 mins is up it restarts again making me not allowed to go in the queue ever. Apparently the only way the get past these 20 mins is by getting invited by a friend to a game. I feel really sad that they have to wait for the 20 mins to so i can get in a actual queue. Riot please fixed this..
