CD Reduction Runes

I have up to 10% CD reduction in runes. When I play on Galio he doesn't receive any of the CD reduction from my runes. I have played multiple games and changed my runes around from glyph's to quint and marks to get same amount of CD reduction in runes. Still as Galio, I was unable to receive any CD reduction.
