[CLIENT] Settings are not loading from the Riot's Cloud. [Options / Hotkeys / Sound / Game]

Greetings.

My understanding of the problem :

When the player log in, personal game settings are loaded from a Riot's server (= "Cloud"). It worked for years or so... But now, it is, apparently, not working half of the time. The setting are going away and coming back unpredictably.

How :

• Since yesterday, 04/11/2016, I'm entering the game with default settings (including hotkeys) instead of my personal settings. Later in the day (04/11), I could use my settings without changing anything. Today (05/11) I started a ranked game and had no hotkeys again.
• I'm not the only one experiencing the issue, I asked the first contact connected and he said experiencing the same phenomenon.

Why is that problematic, in my instance :

I can't play if none of my keys are working. Exemples below : (and not a single key I'm using is the default binding)

• I can't attack move, which is a third of all of my commands (and can't set it back into the settings anyway, it's just impossible in-game).
• Can't move items in my inventory.
• Can't use targeted item's actives (trinket, etc).
• Can't use any spells.
• Can't move the camera.
• Can't click on the map to change the view.
• Can't use the F-keys to view allies.
• Can't open the shop.

In other words, I'm nearly blind and unable to act. (Learning new, unknown, awkward bindings in not the solution.) (And yes, I'm using MB3 to click, MB1 to attack, WASD to move the camera, Shift+W/A/S/D as view-allies-anchors, etc.) I'm writing the report as I just lost some precious MMR and MMR volatility due to the team /remaking while I was trying to fix the unexpected issue in-game.

Manipulation done : Uninstalled, cleared the remaining files and reinstalled the game. Remark : One day before this, statistics were unaccessible (own profile, friend's profiles). _

Is there a solution to the problem ? Is that a known issue I found no clear (enough) report of ?
