Can't save runes in champ select!

I found a bug. where I can not save my runes I change in champ select... it just comes up with attempting to reconnect. it has been like this for me for 2 patches. bug occurred and stayed after i got 10k ping in a ranked game where i had to turn my wifi off and on to fix the ping, since then i have not been able to open leveling capsules or change runes in game I have tried many things to fix it i have used the hex tech repair tool, repatching, reinstalling league, deleting and reinstalling league.. and today i just finished wiping my pc and resetting it. I also know its not my wifi since my brother also plays league under the same wifi as me and does not run into this problem at all. anytime i want to change my runes in champ select i cant.

1. does not save the runes I am changing .(till after the game) 2.come up with attempting to reconnect every time.
2. sorry we were unable to save your rune page.(tried doing it again after the msg). if anyone has a fix or is having the same problem please let me know. ty
