My refer a friend page will not open all I get is a blank white page is anyone else having this problem?

They have it disabled on purpose due to technical issues, i think they are probably going to leave it down until the new refer a friend is ready, I hope not as i have one referral at lvl 9 and will be lvl 10 in a day or too and is the last referral i need for my rune page.
