Untargetability doesn't stop tether abilities.
This is not a bug. You can only break tethers by getting far enough away from the person.
It's not a bug, it's intended interaction.
Tethers are not broken by untargetability and you are not invincible either (you can for example die from DoTs like ignite or poison). The same works for Vlad, Fizz etc.
When tethered, you might want to reactivate R as soon as possible (also, when suffering from DoT and being Darkin you REALLY want to reactivate it immidiately).
