Intelligence Mastery bug (?)

I'm new to the forum (seriously its my first post so im in doubts),I think the Intelligence Mastery which increas the Cooldown Reduction cap to 45% and gives you 5% Cdr has a bug or it made that way by Riot,in game u can see you have the bonus 5% cdr but you cant see the 45%,if you build another cdr items and get a bonus of 40%,45% in total,so ive been wondering about it,does someone have an answer?
