Kalista passive not working? {{champion:429}}

So every time I leave base as a support, then would activate her item/passive on me. After the animation the passive doesn't show up were what effects you got on you, even when she hits a minion it doesn't show the target mark not until like 3mins to 5mins in game. only the particles that form the link show. is this a bug or is it suppose to do that?
