Random Screen Interaction Freezes

Pretty much for the past 50 or so games my interactions freeze, I can watch the game play, I can watch myself die, I can watch everyone move and a fight break out, but I can't auto, move, press buttons and when I do its SUPER delayed, like as thresh, Ill q, and my character will move to the last spot i clicked wait like 100 seconds then finally Q, every now and then I do get a "Reconnecting Issue" so this could all be a wifi problem, problem is my MS dont spike, I dont see it go up... it stays at a steady 30, and my FPS stays at 100-150,

So I don't understand why i cant interact with my game.. it upsetting when you leave someone at 1hp, knowing you can get a clean getaway, or get cs, then you just stop moving.... unable to do anything.
