Remakes not functioning properly

My jungler was afk from the start of the game (said he "Disconnected", was sitting in the middle of the fountain like a DC, and never bought items). Dispite all of this, the Riot Games System decided that we should not allowed to Remake the game. Why is this allowed? and why does everyone on my team lose full LP and MMR for a loss and the enemy gets full LP and MMR for a win? If the player never buys items, and never moves out of the fountain, a remake vote should be triggered. This is TEXTBOOK solutions that Riot seems to just turn a blind eye to, to keep people from climbing so they play the game more and buy more skins, etc. etc. I just want them to fix the Remake system because I have lost COUNTLESS GAMES because of this exact situation.
