Runes bugged(can't select runes in champ select)

Hey summoners , today I was playing league ranked and me and two other guys from my team couldn't chose or open our runes . I add a screen shoot so maybe riot will fix the bug . Also after the new runes were added to the game , I mean new patch , my fps dropped down . What I'm talking about is that when the game starts I have my normal 120 fps but in late game , I have 40-50 , it's the same when I'm in team fight or in a base.
