Champ Select Screen counts to 0

In my champ select the counter counts down to ZERO which in turn punishes me for leaving. It may count to zero in pre select or sometimes at ban, or after. Counter times down almost like its lagging, it sometimes catches up but always after my select time has expired. Internet is fast and no issues with connection. Getting banned which mean I can no longer play LOL. Any suggestions?
