[Gameplay] Movement stuttering, abilities not going off.

In game, when sending multiple movement orders in a small amount of time, the character will pause for a bit. Minions also have stutters in their movement. Abilities also don't go off all the time, with summoner spells not working at all sometimes. It's not lag on my end, ping was 67 last game. I was always fine before the most recent patch as well.
