GAmeplay/Client bug

So there's been significantly more lag recently. The bug I've experienced is the inability to scroll down for viewing. I can scroll up and right and left, just not down. I've restarted my comp and restarted League. Not sure whats happening or how to fix it. this was not a problem yesterday... but the lag spike where.
