Mana bar on target invisible

If you target a champion or ward, in the target window in the top left the second bar is black. This means you can see neither the targets Mana, nor how many seconds are left on the ward. This was true consistently in every single game on this Patch, 8.4. Recreate: Click on any champion or ward.
