RP purchase issues (but on NA this time)

i noticed everyone talking about this was on EUW, EUNE, and one on OCE, but i've hit the same issue. specifically the one where it says i've encountered an error and need to contact my bank (hopefully only that one, as if not i may have just bought 10$ of RP 4 times) and would like to confirm that issues on the store for NA too. The amount im allowed to spend on "entertainment" is a limited one because i am on disability and if i get repeat RP purchases i hope to god riot will give my a fucking refund or compensation. what the hell.

(and yes, i contacted my bank, the issue is not with them.)

edit: its been nearly 24 hours, i still can not purchase RP and no prior attempt at transaction has yet to go through.

edit 2: now says my card has expired. my card is very much not expired and wont be for another 4 years. Hm...
