Riot needs to stop with the BS

Okay so im not gonna lie I have left some matches prior to this bug because real life > league but anyways I attempted to play a match on 11/26 ( my first match of the day) with a couple of homies. We pick our champs and the game goes to the loading screen but minimizes the client after i only loaded 20% in. Even when I tried clicking the app the maximize it would not do that. So i CTRL+ALT+DELETE and stopped the app from running, I did this 3 times and it wouldn't connect me. So finally after about 30-40 minutes I tried to log back into a custom match and it seemed to work normally so I was like cool lets get some IP. But now the game has placed me on a 5 time 5 minute low proprietary restriction.

So my question is, how is the game gonna punish me for the game not working correctly???
