bug i cannot open store during nor see chat during a game

hello and help for many years i have been looking for help but no one cant help me so i will post it again, 3 years ago my account got bugged and during a game i cannot open store nor read chat i can hear when my team is sending a message but i cannot see it. I had reset the client and reset the options but nothing. Also the strange part is this i have another account and in the other account i can play perfectly open store and read chat, but in this account i cannot do those things. why? help , please
