Xin's knock up is bugged?

At first I wasn't sure but now I am 100% sure that Xin's knock up on his 3rd attack will always knock you up regardless if teemo's blind is on him or not.

I remember Teemo's blind used to actually have a purpose and you could actually outplay a lot of champs if you timed your blind properly but if it doesn't even stop Xin's 3rd strike knocking you up it kinda makes yet another of teemos spells practically useless.

I'm not here to complain about Teemo's W being the weakest spell in the entire game but give me a f*!king break. I can't even stop Xin's knockup anymore? Xin's entire kit is built around that knockup and Teemos Q is logically supposed to counter it... Yet another Teemo nerf just in case there was any question whether he'd be a viable champion for competitive play...
