friend list not working

Im trying to level up my smurf and suddenly all my friend list is not showing. I tried to check offline friends but it is all blank and now i cant add anyone and I cant see the friend request. And i cant chat in champion select and also cant read other people's chat but everything works fine on other accounts. i need someone to figure out this problem.
