Galio Bulwark(W) doesnt give an assist

I was playing Galio ( no seriously i acutally was) and i played him support. The issue i had occurred when i used Bulwark(W). when i put it on a ally champion i didnt get an assist after they secured a kill. Is this intended? or is it a bug?
