Hextech Repair Tool and Windows 10

My girlfriend had a DirectX problem yesterday for a few games where the client closed before it would load and force her to restart to load in properly. Today it seems that DirectX fixed itself but now she just won't load in, so we tried installing the repair tool for her but it wouldn't load. I tried it on my computer as well and it wouldn't load so I goolged it; seems to be a problem with Windows 10?
