[GAMEPLAY] on graves sterak's gage does not activate

I was playing a ranked game and bought sterak's gage around the late game. Whenever I took 1800 damage wich was needed to activate sterags gage it did not gave me the active. I tested it several times but it did not activate 1 single time. I even rebought it but it still didn't work.
