Ready Check Not Appearing

Trying to play with a friend and we keep getting "you declined ready check" when there wasn't any ready check button now we are sitting punished for 20 min! I also repaired client but that didn't fix anything! CMON RIOT ITS 2019 WHY ARE THERE BUGS LIKE THIS PLEASE!
