Game Queues

Ok so i can't join a game when i click play and select the solo queue it looks for a game and that's it, It doesn't ever find one then when i leave the queue and try again it tells me "Because you abandoned a recent game during champ selection or declined too many games, you are currently unable to join the queue" and then counts down first it was 2 minutes now its up to 7 minutes this is pretty annoying anyone else having this problem?, and when will it be fixed -_- Also pretty pissed i just spent 15 dollars on riot points and can't use the stuff i bought because i can't play
