Visual bug with Dark Cosmic Jhin

You might not have noticed but Dark Cosmic Jhin has this "blur" effect on his right shoulder. The same blur effect he has when he reaches his 4th shot. That effect disappears once you move the camera and then press space or whatever you use to center your camera on your champion, only to re-appear again after respawn and disappear again if you move and center the camera again.

This has been going on for the last 2-3 patches but it might have been happening for even longer than that, i just haven't noticed then. Can this be fixed please?
