red buff not respawning

not sure what happened but i cleared the 2 little minions and after i did that the buff did not spawn yet the icon stayed on the map, it was about 15-20 mins in game i would say and the game was 45 mins, our red buff would not spawn after i cleared the 2 little minions. im not sure what other info to give that will help but if you can think of any let me know. im sure other people will run into this bug

edit: i might of had red buff but never actually killed the red buff and let red buff kill the 2 little minions.
