Not being allowed to remake

I've had two ranked games today where someday disconnected at 1 minute into the game and never came back. They never bought items and never left fountain. Both times we tried to remake and it wouldn't let us, saying somebody has to disconnect before 3 minutes to remake, but that is exactly what happened. Extremely frustrating. Is this a bug or an intended function??
