"there has been an error with your request" when trying to buy skin Chroma

hi, I have tried buying an Irelia chroma for her Divine Sword skin. But it keeps saying there has been an error with your request and does not give me the option to purchase. It does this both in champ select, and in the main client. I've tried all the normal troubleshooting like reopening client and reinstalling it. I haven't tried any other chromas as i do not own any other skins.
