New game mode

When voting time ends, never wins champion with highest percentace chance.

example: Once it was 3 votes for Illaoi (60%) 1 vote for Ahri (20%) and 1 for Akali (20%) Ahri won and i was like: What the..... okay. Its normal. it still had 20%. Next game will be normal. Kassadin 3 votes (60%) Illaoi 2 votes (40%) and Illaoi won. Then I was like: Hmmmmmm maybe only two bad coincidences so i went another game. Illaoi 2 votes (40%) Ashe 1 vote (20%) blitzcrank 1 vote (20%) Swain 1 vote (20%) Ashe won. IDK what is wrong pls try to fix that.
