Azir (Possibly other champions) gain permanent Oracle's Elixir

On ARAM Azir can gain a permanent Oracle's by what seems to be as simple as buying Oracle's Elixir once. I reproduced the bug twice, keeping a consistent build on Azir and just buying Oracle's. The passive did not go away.. Ever. The visual for Oracle's disappeared but I still saw Teemo and his shrooms. I have not tested this on other champions but with one public ARAM where the bug was produced in Azir, it didn't seem to work on my teammates. I can leave the game and the bug will still be there when I return.
