Glitchy when ever i click somewhere

I haven't played the game in a week due to work and when I log on and do the update I go into a aram and I cannot move without glitching all over.. I click somewhere and my whole character and screen shift and rubber band back to where I was.. it does this repeatedly making it extremely hard to play. Every player around me moves normally while this is happening. I have already used repair tool which did nothing.. then uninstalled game and reinstalled still did not fix this.. I live an hour from Chicago and my ping used to be 80 with spikes of 240 regular.. now my ping is 25ish with spikes to 70.. I am using a alienware computer.. 3.4 ghrtz 16 gb ram and a NVidia 760 GeForce graphics card.. I can play ark survival evolved on higher settings smoothly so I don't think it is internet connection.. please help
