"You are not eligible to create a lobby for this queue league of legends"

Ok. So i wanted to q up for a ranked game as Talon. My sister called me, so i waited for the loading screen to come up, then i went to her. I came back after 1 min, and the Client, went back to the "home" pannel, and when i tried to go into a lobby, i get the thing from SS and title.

What is happening? I tried to restart PC, network.. Nothing worked.
