[GAMEPLAY] Deathcap - Not Stacking 30%

Not sure if this is a bug with echo, but every game I build echo and then Deathcap, and the deathcap doesn't add 30% I tried selling Deathcap and buying it again, but it still only decreased by the 120AP and the slight increase I get from running 21/9 masteries. Someone please let me know whats going on? Its a big bug if it wasn't a one time thing, it wasn't working for my Annie Support either, and makes Deathcap a waste of an item until its fixed. Thanks!
