Apparently when I log on today I noticed that my progres bar when way over the limit it even says "1913/1147" really weird! I have a picture showing the problem.

Me too, there is nothing to worry about. I believe this is mostly due to their recent decision by Riot to reduce the amount of Exp needed to reach Level 30.(and the amount of Exp you had transferred seamlessly from the 6.4 patch to the 6.5 patch causing you to be over the limit.)

it is a bug, but its Hilarius and harmless.

Yeah, what this guy said. The game doesn't seem to check your XP (and level you up appropriately) unless you've just gained it. In other words, you can't go up a level without playing a match. That means that if they reduce the XP requirements (like they just did) then you'll have more XP than you need, but you won't level until playing a game.
