[GAMEPLAY] Twisted Fate Pick A Card (W) cannot critically strike

So based on the wording there is no reason this ability shouldn't be able to crit, Nidalee's Q, a very similarly worded ability can crit, even doubling the damage from the AP scaling. So it seems that one of these three interactions is not intended.

1. Nidalee Q being able to crit.
2. TF Q not being able to crit.
3. The wording being inconsistent.
