Neeko W passive not working on towers, again

I played 2 games of Neeko mid and in both games the W passive wasn't working on towers. This was supposedly fixed recently but it isn't working again. There's another recent thread that says the passive doesn't work when you max W, but this is not correct. The passive didn't work for me all game in these 2 games.

Edit: Here's a thread I found over at the Neeko mains subreddit, in case no rioters read that. Apparently, if your bonus AD > bonus AP, the passive doesn't work. I also believe there's been no acknowledgement yet from Riot about this.

According to patch notes "Neeko's W - Shapesplitter passive now properly damages turrets when Neeko has more ability power than attack damage" Just test it in practice tool, the passive still works only when you have higher bonus AD than AP.
