Stuck out of Que

For the past three moths, sometimes when i go into ranked mostly. I'll get stuck out of que. I can open and change runes, go into shop, and when i try to go into another game it says I'm all ready in one. It really sucks when I'm the one banning or i dodge with out even going in.
